Add delay setting for channel point Text-To-Speech alert

pls add a delay setting to the channel point TTS alert. So that the text is in chat already but reading is delayed. Very useful for moderation

You can enable manual approval through the Sound Alerts activity feed in the Sound Alerts settings

That is a useful setting too but I dont want to approve every single TTS message, would rather just skip the inappropriate ones
